Residents have been concerned about activity going on in these fields, so I asked South Glos officers to find out what is going on. It’s important to note that no planning application has been submitted or decided.
I have been told that Bloor Homes, the developers who are promoting potential development through the Joint Spatial Plan, have been undertaking ground investigation works to better understand the locations of bell pits and other features related to historic mining, which is an issue that has been raised locally and will need to be fully investigated before any final decisions are made. This would have been undertaken with the land owner’s permission.

Does Paul Driscoll, the Southglos archaeologist know about this? It sounds like the sort of thing he should be involved with.

He says:
The description implies geotechnical works to test ground conditions. Provided the scale of work does not require a planning application in its own right, and ordinarily geotechnical pits do not, then the owner of the land can undertake such works without needing permission from the LPA.
He’s aware that the work should be happening but is looking into the details now.

Thanks for your query. There isn’t a planning application yet. The 1,500 homes were proposed in the draft of the Joint Spatial Plan, a document that will set out where houses should go in the West of England in the next 20 years. The planners have been analysing the responses to last year’s consultation and a new draft will be published later in the autumn for consultation over the winter. That draft, along with the comments people make, will then be submitted to the Government in the spring and there will be an inquiry before a planning inspector.
In the meantime the planners at South Gloucestershire are working on the new Local Plan. Once the Joint Spatial Plan is finalised the Local Plan will set out more detail on the new developments. That’s what this consultation event was about – if there are going to be new homes at Coalpit Heath, what facilities do we need etc.
