Restrictions at Hambrook Lights

by Claire Young on 12 July, 2019

The council is going to introduce restrictions at Hambrook Lights from Sunday 11 August to tackle air quality issues.

The Government has directed the council to take action to improve air quality on this part of the A4174 ring road in the shortest time possible. The council response is to implement an Experimental Traffic Order (ETO) to limit the number of vehicle movements at the Hambrook traffic lights on the A4174 ring road. These restrictions will allow east and westbound traffic to flow more efficiently and help reduce queues. By reducing the number of vehicles spending time waiting at the lights, they aim to reduce nitrogen dioxide emissions.

An ETO is a trial that can be in place for up to 18 months, during which time the council will consider making the order permanent. ETOs are subject to a statutory process which allows people to comment formally and provide feedback. The consultation will open when the restrictions at Hambrook are implemented on Sunday 11 August.

The changes to vehicle movements at the Hambrook lights will restrict a number of traffic movements and will involve:

  • removing the westbound bus lane through the junction to the M32 traffic signals
  • removing the right turn movement onto the B4058 from the westbound carriageway of the A4174 ring road
  • removing the straight on movement for the B4058 northbound from Frenchay
  • removing the right turn movement from the B4058 from Frenchay onto the A4174.

There are no changes to the direction of travel southbound on the B4058 from Winterbourne and both pedestrians and cyclists will still be able to cross using the existing facilities.

Bus companies and bus users have already expressed concern to us about the move and Claire has been liaising with First Bus and council officers.

You can find more information on the council website.

I inrend to write to the bristol Post in this matter. before doing this I need to b sure I have all the facts If you can help me here I would be obliged. Unfortunately S Glos does not hace a paper with the circulation od the Post which in turn regards s Glos as “the sticks” so I shall be looking for other outlets.
May I say two things to you.
During the recent roadworks a similar traffic redirection was used and it was chaotic. Furthermore I regard this proposal as cosmetic in that it will obscure the fact that the Council is not taking any worthwhile measures to reduce emissions.
My last question is: has any survey been done which can demonstrate the actual savings in emissions?

From discussing this with officers, my understanding is that they’ve done computer modelling of the impact of these changes on traffic flow and emissions and they will test that through the Experimental Traffic Order. If changes are needed when they see the real life impact they can make them.
